One problem...
TOC would argue that the measurements for a part (employee) should align with measurements of the whole (company). Otherwise, how will you be able to make decisions at the very highest level? (see "The Haystack Syndrome"). Executives and lower managers could make conflicting decisions and, heaven forbid, wind up not communicating well. I'm sure nobody has seen this problem before. ;)
I agree with the "tell me how I'm measured...." quote. Ultimately, each company needs to decide what "value" is and how each employee brings value to the company. Compare the value they are bringing with the cost of staffing the employee.....
