attack spam at its source; the money

Most of the spammers are trying to sell stuff. So it must be possible to let those company's pay for the spam. Send the IRS to look in their books if they have connections with spammers and let them a huge amount.
No company likes being investigated by the IRS so no company will use spammers to advertise their products.
