Errors in the article

1) Microsoft didn't buy GeCAD. Microsoft bought the Reliable (sometimes Romanian) AntiVirus (RAV) from GeCAD.
2) I doubt that the problem lies with the "GeCAD" software. It used to be one of the leading AV software. The problem might lie in what Microsoft did with the code, or some of the new modules. It might be from the team that creates the signatures database, but I doubt that the problems that plague Microsoft OneCare, are somehow inherited from the RAV software, as it didn't have any such problems in the first place when it wasn't a Microsoft product.

FYI, GeCAD's RAV was the leading AntiVirus for Non-Windows platforms before it was killed by Microsoft. Most Linux/Unix servers (mail/file/web, etc), that ran an AV software before the acquisition were running RAV. If you look on slashdot on the comments regarding the aquisition, you will see lots of administrators complaining about the fact that they were left without their favorite AV software for servers.
