Compatibility

GPLv3 itself will not be, and was never intended to be, compatible with GPLv2. It could not be, because both require licensing modifications under the very same license. That said, the FSF has always recommended saying, "you can redistribute it and/or modify it under the terms of the GNU General Public License as published by the Free Software Foundation; either version 2 of the License, or (at your option) any later version." for the license notice. That notice provides for compatability for the many projects (such as GNU) that use it.
