web portals likely a better option

For one, they would allow access in almost all situations. Not that many customer sites, hotel PC's, etc, etc, allow for installation of special software. Provided that the web portals are multi-platform client and web browser friendly.

Two, web portals allow for an easier KISS architecture. Because the more complex your back end (or anything else in the total equation) will come back to bite you one time or another (e.g., when relocating).

Lastly, VPN doesn't provide the security most believe it does. VPN is nothing but a solution that allows for secure transportation. In reality though VPN is mostly used to give uncontrolled and remote systems one-on-one access to ones internal company networks. Which is like pulling some bloke with a laptop from the streets and ask him to connect his laptop directly into the internal company network.
