No Forced Reboots for Any User

I do not agree with David Berlind's conclusion. No user should be forced to reboot at an inconvenient or critical moment. The ability to delay a reboot at least long enough to conclude, and save if necessary, the current activity should be available to all users regardless of administration rights. After all the update takes places without regard to these rights.
