This is the UK after New Labour

Sorry to disappoint you but this "innocent until proven guilty" thing is an old wives tale. As a law abiding person I always thought the law was black and white, but have found out recently that it is not, it is opinions of opinions and this New Labour lot have not thought out any of their legislation thus leaving it wide open to misuse. The police make up crimes as they see fit, viz. "theft of a broadband connection", "suspicion of driving whilst in possession of a sound system" and "assault with a cocktail sausage", which one couldn't make up. This then goes to court and the magistrates are told by a Clerk what they have to do.
If it goes to Crown Court the judge will usually go with the police or best barrister leaving room for appeal, fine if you are rich, not so good if you are not. Juries may not which is one of the reasons the Labour Government tried to limit the right of ordinary citizens to trial by jury.
