These ID cards will not be effective where reading equipment is not present.
This shows that these ID cards will only divert fraudsters and also provide them option to use fakes of these cards where reading equipment is not present. Would this not make bad problems worse?

It seems to me this is a burden being placed on the wrong shoulders. There is not an It system in the world that can stop an individual taking information in their heads and spewing out at the nearest undesirable third party.
