The blame is with the vendor
Most of these guys are not technically adept, have no interest, no passion and don't take the time to acquire in-depth knowledge of the system they're trying to sale, to them its just a job.
Also, paying IT sales-people by commision is the wrong way to go, it might work in a phone shop but selling to corporations is about biulding lasting relationships, each client counts. Any lies a sales person tells puts your company's reputation on the line.
If you pay them a normal salary, they're more likely to promote the product in a relaxed, non pressured manner.
