you are sort of right

i think what you are referring to is in section 1.1 of this page: http://holloway.co.nz/can-other-vendors-implement-ooxml.html

basically, there are tags that are not fully defined (“autoSpaceLikeWord95”). MS does not REQUIRE that you implement these tags because they are for legacy docs, but then ms can turn around and claim that only their product faithfully renders the large body of existing doc files.
