Doesn't sound like the EU is demanding MS-OOXML.

According to the Wall Street Journal, European regulators are investigating whether Microsoft violated antitrust laws during the OOXML standardization struggle. The firm is accused of vote-rigging and underhanded tactics. The former CIO of the state of Massuchusetts wasn't demanding it either. Poor guy got a pink slip. Good family man too.

War is peace and Microsoft's lock-in format will save the public sector bunches of money!
