Who pays???

This typifies thinking in government, both political and civil service, that programmes can be funded by various different organisations rather than tax payer funded government purse.
The rather shuttered view that this displays clearly reveals that our government service does not, cannot, or will not realise that ALL funding ultimately comes from the same source - workers earnings!!
Everything is paid for from the earnings of those who work to produce the nations wealth (which is certainly not the public service or the multitude of quangos that proliferate doing the work that civil servants should be doing).
All extra expenses added to a business has to be paid for by the customer - business has no other income.
