e-crime tax?

It's arguable that cyber-crime is just like any other crime and that we already pay tax to cover that.
It will be interesting to hear what businesses think of this: will all business be required to pay? some such as banks, e-tailers are more valnurable that those who maintain a website simply to provide information.
Big businesses usually have an internal budget set aside to deal with cyber security issues, how would this proposal fit into that?
