Complexity of voting procedure
We have had some reaction to this story from Ditesh Kumar, one of the OpenMalaysia bloggers, who maintains the OOXML voting table in the story.

table referenced in your article

There are some inaccuracies and ambiguities in your article, which I hope you will correct.
Firstly, the article should noted in the article that "APPROVAL" of the
proposed standard requires 2/3rds majority of P-members AND not more then a quarter of all votes (which includes votes from P-members, O-members and other countries) should be negative. As such, "APPROVAL" is not a simple majority as implied in the article. The proposed standard fails on both counts of the voting criteria at this point in time and this should be explicitly noted in the article to avoid possible confusion.
Secondly, Brazil, Cuba and any other Observing countries can and have voted, and even have participated actively in the BRM. Their vote affects Criteria 2 of the DIS Voting Criteria, as we clearly noted in the blog post.
