Smart pipes - not more pipes

You are right - in that this does smack of both lobbying to block any kind of net neutrality legislation from being imposed and bringing out the begging bowl for backbone investment.

To be fair to AT&T though, they are clear that it's not just about more pipes but smarter network management.

A quote I didn't have time/space to include in the story from Cicconi was: "Extra capacity alone will not solve the problem. We also have to build more intelligence into networks as we expand them. Network management can be more exciting than it sounds."
