Well, despite the secret MoU, they have to publish their accounts surely

Being a public body, there must be publicly viewable accounts which would give some picture of the truth/lie that this announcement is. I'd just look at how much they spent on IT. If it's more than before, then this whole thing is a lie, and posteriors should be presented so they can be kicked out. Or not, it'd probably be worth a promotion to them.
