"We've worked with BT and Phorm and we are not going to take any punitive action at this stage"

One question, why? How can you possibly justify that statement?

When tens, even hundreds of thousands of UK citizens have been profiled without consent?

When BT have treated the privacy of their customers with complete contempt?
