I wish it was a surprise
I would actually be much happier if I could say that this is a surprise, but I can't. I have had some dealings with BECTA through my business and in conjunctions with others, some of whom were mentioned in the article. The way I have heard BECTA's attitude towards Open Source characterised is with the word "Fear". I am given to understand that with their long history of close cooperation with Microsoft and to a lesser extent other proprietary software vendors they simply don't know what to do when faced with having to work with Open Source. Given the above, it probably shouldn't be a surprise if they shelter behind using the "usual suspects", even if they have no track record with the required technologies.
Sad. It is a HUGE lost opportunity. I know from personal experience that all of the Open Source companies mentioned would make excellent partners in this endeavour.
