Story: ISPs face renewed threat of file-sharing laws

Legislation makes it a finable offence not to renew the tax disc immediately. Car Tax evasion figures have actually gone up while the honest law abiding, poor people have been penalised.
Legislation exists to make it unlawful to enter the country illegally which is policed by our own government. They can't stop it.
Why does this wally think legislation would help? One assumes that he believes so because he has been advised poorly by lobbyists and others with vested interests in the entertainments business.
