When will we learn...?

When will we learn that "Best Price, Technically Compliant" offer does not mean what it says .... what it actually means is "Best Price, given a highly unlikely set of conditions are maintained throughout the contract term, and provided that the technological platforms don't evolve over the terms (otherwise we can charge more), and assuming the document you wrote requesting the services had thought of every eventuality which may occur, and provided you can manage the supplier at a macro level to ensure complete compliance to the offer, AND provided that a proper user requirements activity was really undertaken at the beginning"

The are doomed to overspend, litigaton and excuses - meanwhile the users and beneficiaries of the supposed services to be delivered actually experience a downturn in service due to confusion and cost cutting (to support the increased and hidden costs)...
