The need for a punitive deterrent

This loss, like so many of those that have occurred in recent years, appears to be due to negligence, inadequate supervision and lack of positive control by management.
I fear that, until police investigation is a legal requirement with mandatory prosecution at appropriate responsible level, the careless attitude that leads to these losses will continue.
In public service, those responsible for such a loss, however trivial, should, in addition to prosecution, be rewarded with discharge from post and a ban on future public service employment.
