No mention of who pays!!

Our politicians have (occasionally) some excellent ideas and this is, outwardly, one of them.
There is at present a fairly good communications infrastructure throughout Europe that has cost a lot to construct and maintain.
To establish a new cross Europe wireless broadband network would cost an astronomical sum and, on completion, render obsolete and rather worthless the existing networks.
To me the most important point is - Who pays and how?
If all the European politicians, at all levels, were surcharged 10% of their taxpayer funded salaries we should get nearly enough to fund such a wireless network.
