Figures can be manipulated

When a desired result is required from a survey, it is easily obtained by avoiding questions that would certainly get a negative, and framing other questions to distort the result.
I am sure that it was not put to the questionees that they would be required to pay heavily for their own ID card and that they would also be required to pay for replacements and changes.
The only true way to get a result is to hold a number of mini referundums in a variety of locations, having explained ALL the pros and cons in an unbiased and factual manner.
