Loss of medical care

The prime purpose for the existence of a hospital (or any other NHS organisation) is to provide health care to the best of it's ability. When there is any form of treatment withheld for financial reasons then the overspend on IT is criminal. Spend on IT and administration should always be subordinate to medical services.
To overspend by £7m is indicative of managerial and executive failure and shouldbe addressed by resignations or dismissals without recompense or re-employment within the public sphere - failure must not be rewarded in the public service.
