Fail !

Given IPS's ability to turn "Hmm, I don't know" into "Ooh ooh I love it give me more !", when they say that 25% are in favour, you can bet that the general public REALLY don't want this.

Isn't it about time they just folded up their little dog and pony show and did something genuinely useful with the BILLIONS we taxpayers are giving them.

It seems to me this is a burden being placed on the wrong shoulders. There is not an It system in the world that can stop an individual taking information in their heads and spewing out at the nearest undesirable third party.
