£310,000 should be more than 1600 computers

Maybe as many as 2000. Including software and 4 years of updates to all packages. Anything less is failure to exercise the best value requirement of local government purchasing. That quantity

Figures based on reasonable spec netbook of your choice (I like the Dells) running mildly customised Edubuntu software.
