How can it be global?

Being i the un-fortunate position of living in Kingston-Upon-Hull and restricted to Hull's one and only ISP (Karoo) I'd like to know if this Service will be available to business in Hull? Past experience tells me not. NOT REALLY GLOBAL THEN.......It cant even reach a city in the UK, comments warmly welcomed.
