Indemnify the taxpayer

It is only right and proper that such breaches of data security are investigated and those responsible, for whatever reason, are punished. Such punishment must NOT be a financial penalty against the NHS organisation concerned as this results in a reduction of taxpayers health care funds. Any punishments must be personal punishment against the responsible individuals with criminal charges being raised where neglect is involved. Where system failure is involved then the administrators and executives must be penalised, even to dismissal.
