Talkback Following one of these comments, I disabled Zone Alarm's firewall and Symantec's LiveUpdate worked again. LU1814 and Zone Alarm, July 2006. I had to reboot because of all the updates I had missed but it works again now.

Talkback Delete all Settings.LiveUpdate files --some will begin with numbers such as 1.Settings.LiveUpdate--are usually found in \Documents and Settings\All Users\Application Data\Symantec\Liveupdate. I had the LU1814 problem also.
